You are trying to contact someone badly and that person has turned off his phone since long time. If your reason is important, you would always love to get notified when he turns on his cell phone. There is a simple workaround to get a notification that your friend has switched on his mobile phone.

This trick is so simple to follow, but it cannot be assured to work fine in each and every network and on all handsets. Also, the prices may vary based on your service provider.

Turn on delivery report on your phone. Prices apply on most of the networks, but usually it is low.
Send him a dummy text message. Message will be sent, but you will get a notification when your message is delivered which indicates that the phone you are trying to reach is now ON. You may also extend the message validity period to maximum extent as this is the period your service provider keeps the message in queue until the recipient mobile is available on network.
